Cook, P.C. handles traffic tickets throughout all of Nassau County — from the Nassau County Traffic and Parking Violations Agency (NCTPVA) in Garden City to every village justice court across the county. Our Garden City office is at 1225 Franklin Avenue, Suite 325 — minutes from the NCTPVA courthouse at 801 Axinn Avenue. Whether your ticket was issued on the Long Island Expressway, Northern State Parkway, Southern State Parkway, Meadowbrook Parkway, Wantagh Parkway, or any local road in Nassau County, Attorney Cook has the experience to fight for a reduction in points and fines.

Important: New York’s DMV point system changed significantly on February 16, 2026. The administrative-action lookback period is now 24 months, several violations carry higher point values, and aggravated unlicensed operation and any alcohol- or drug-related driving conviction now carry 11 points each — meaning a single conviction can trigger DMV suspension review on its own. Read about the February 2026 DMV point system changes.

You do not need to go to court. We appear on your behalf and handle everything — negotiations, motions, and court appearances — so you never take time off work or drive to a court that may be hours from home. One flat fee. No surprises.

Text a photo of your ticket to (631) 678-8993 and we will tell you exactly what you are facing — points, fines, insurance impact, and whether your license is at risk. Text “Quote Request” for a flat-fee quote. Most people hear back within minutes.

Don’t wait for your court date. Under New York law, there is a 30-day window to demand a supporting deposition from the prosecution that — if not properly answered — can support a motion to dismiss your ticket for facial insufficiency. The earlier you call, the more options we have.

Our law firm has over 3,000 client testimonials across Google, BBB, Trustpilot, and other platforms. We handle traffic tickets in all 62 New York counties from our offices on Long Island. View our verified Google reviews.

How a Nassau County Traffic Ticket Lawyer Handles Your Case

Nassau County has a unique court structure for traffic tickets that can be confusing. Where your ticket goes depends on where it was issued.

NCTPVA — Nassau County Traffic and Parking Violations Agency (Garden City)

The Nassau County Traffic and Parking Violations Agency (NCTPVA) is at 801 Axinn Avenue, Garden City, NY 11530 (previously at 16 Cooper Street in Hempstead). The NCTPVA handles traffic tickets issued in the unincorporated areas of Nassau County’s three towns — the Town of Hempstead, the Town of North Hempstead, and the Town of Oyster Bay — as well as tickets issued on parkways and highways that are not within any village boundary. If your ticket was issued by Nassau County Police, New York State Police, or a town police department on a road outside a village, your case goes to the NCTPVA.

The NCTPVA is an administrative agency, not a traditional court. Cases are heard by Judicial Hearing Officers (JHOs), not judges. The agency employs both its own JHOs and prosecutors. Plea bargaining is available — when you appear for a conference, a prosecutor reviews your case and driving record and may offer a reduction in charges in exchange for a guilty plea. Any agreed settlement must be approved by a JHO. If no agreement is reached, a trial date is scheduled.

The NCTPVA also offers a Plea by Mail program for eligible violations, allowing certain tickets to be resolved without an in-person appearance. Speeding tickets and several other offense types are excluded from the Plea by Mail program. Attorney Cook can advise you on whether your ticket qualifies.

NCTPVA Hours: Monday through Friday, 9:00 AM – 11:30 AM and 1:00 PM – 3:30 PM. Night court sessions are offered on posted dates. Government-issued photo ID is required for admittance. Attorneys are encouraged to make appointments.

NCTPVA Phone: (516) 572-2700

Nassau County District Court

More serious traffic offenses — including misdemeanors such as aggravated unlicensed operation under VTL § 511, reckless driving under VTL § 1212, and DWI/DWAI under VTL § 1192 — are handled by the Nassau County District Court. The District Court’s traffic and criminal part is at 99 Main Street, Hempstead, NY 11550. Under the February 2026 amendments to 15 NYCRR § 131.3, AUO and any alcohol- or drug-related driving conviction now carry 11 points — meaning a single conviction can trigger DMV suspension review on its own. Attorney Cook handles District Court matters as well.

What a Nassau County Traffic Ticket Lawyer Can Handle

Speeding tickets, cell phone tickets, red light camera citations, stop sign violations, failure to signal, following too closely, unsafe lane changes, disobeying a traffic control device, suspended license matters, uninspected vehicle citations, no-insurance violations, and all other Vehicle and Traffic Law (VTL) moving violations issued anywhere in Nassau County.

Our Garden City Office

Our Nassau County office is at 1225 Franklin Avenue, Suite 325, Garden City, NY 11530 — minutes from the NCTPVA courthouse at 801 Axinn Avenue. When you hire our firm for a Nassau County traffic ticket, you are hiring a local attorney who knows this courthouse and appears there regularly. We also maintain an office at 12 Bank Avenue, Smithtown, NY 11787 for Suffolk County matters.

Why Hiring a Lawyer Matters

Do not simply pay the ticket — paying is the same as pleading guilty and will result in points on your license, higher insurance premiums for three to five years, and a New York State Driver Responsibility Assessment under VTL § 1199 of $300 or more if you accumulate six or more points within 18 months. Under the February 2026 amendments to 15 NYCRR § 131.3 and § 131.4, the DMV’s separate suspension review now uses a 24-month lookback, and certain single convictions — aggravated unlicensed operation and any alcohol- or drug-related driving offense — now carry 11 points each, enough to trigger suspension review on their own. In most cases, the cost of hiring a lawyer is significantly less than the long-term cost of a conviction. An experienced Nassau County traffic ticket lawyer can often negotiate a reduction to a non-point or low-point violation, protecting your driving record and saving you money on insurance.

New York Traffic Ticket Points (15 NYCRR § 131.3, Effective February 16, 2026)

Every moving violation conviction in New York adds points to your driving record. Under amendments effective February 16, 2026, several violations now carry higher point values, and the DMV’s administrative-action review now uses a 24-month lookback period (measured by violation date, not conviction date). Aggravated unlicensed operation and any alcohol- or drug-related driving conviction now carry 11 points each.

Two Different Lookback Periods

New York uses two different lookback windows that work in parallel and are easy to confuse:

Driver Responsibility Assessment (VTL § 1199): Triggered at 6 or more points within an 18-month window, paid to the DMV over three years. This is a money assessment, not a license action.

Points (within 18 months) Total Assessment (paid over 3 years)
6 $300
7 $375
8 $450
9 $525
10 $600
11+ $675+

DMV administrative action / suspension review (15 NYCRR §§ 131.3, 131.4): Effective February 16, 2026, the DMV uses a 24-month lookback window, measured by the date of violation rather than the date of conviction. Reaching 11 points within 24 months may trigger suspension review.

Three speeding convictions within 18 months still results in a 6-month license revocation under VTL § 510(2)(b)(v), regardless of total points. This catches many drivers off guard.

These penalties add up fast. A single 21-mph-over speeding conviction means 6 points, up to $300 in fines, $93 in surcharges, $300 in Driver Responsibility Assessment fees, and a potential insurance increase of 20% – 40% for three years. The total cost of a guilty plea can easily exceed $3,000. Fighting the ticket is almost always the better option.

For a full breakdown of the February 2026 changes — including which violations changed, the new administrative-action thresholds, and how the lookback expansion affects drivers with prior tickets — see our February 2026 DMV point system changes page.

Why You Should Hire a Lawyer Now — Not Later

There is a window of opportunity on most traffic tickets that closes fast. Under CPL § 100.25(2), a defendant has the right to demand a supporting deposition from the officer who issued the ticket — a sworn statement describing the basis for each element of the offense. If the deposition is properly demanded and the prosecution fails to provide it within 30 days, that failure can support a motion to dismiss the simplified information for facial insufficiency under CPL § 100.40(2). The court still has to grant the motion, and the prosecution may attempt to cure the defect — but a properly preserved demand is one of the strongest defensive tools available.

The demand has to be made early. The clock runs from the return date on the bottom of your ticket. If you wait until the last minute to hire a lawyer — or worse, show up on your own and try to handle it yourself — that window may have already closed. Once it is gone, you lose a basis for dismissal that cannot be recovered.

This is not the only time-sensitive opportunity. Depending on the type of ticket, we may also demand radar or lidar calibration records, officer training certifications, speed measurement device maintenance logs, and other documentation that the prosecution is required to produce. Gaps or failures in these records give us additional grounds to challenge the ticket.

The earlier you call, the more options we have. Don’t wait for your court date.

Frequently Asked Questions

Do I need a lawyer for a Nassau County traffic ticket?

You are not required to hire counsel, but pleading guilty by paying the ticket adds points to your record, raises your insurance premiums for three to five years, and may trigger a Driver Responsibility Assessment under VTL § 1199. Under the February 2026 amendments to 15 NYCRR § 131.3, certain single convictions — AUO and any alcohol- or drug-related driving offense — now carry 11 points each and can trigger DMV suspension review on their own. For most working drivers, the cost of a lawyer is significantly less than the long-term cost of a conviction.

Where does my Nassau County traffic ticket get heard?

It depends on where the ticket was issued. Tickets issued on parkways, county roads, or other unincorporated areas of Nassau County go to the NCTPVA in Garden City. Tickets issued within an incorporated village go to that village’s justice court. Tickets for misdemeanor traffic offenses — DWI, reckless driving, aggravated unlicensed operation — go to Nassau County District Court at 99 Main Street, Hempstead.

Do I have to appear at the NCTPVA in Garden City?

No. When you retain our firm, we appear on your behalf at the conference and at any subsequent hearing. You do not need to take time off work or travel to Garden City unless we determine that your testimony is needed at a contested trial — which is rare.

What is the Plea by Mail program?

The NCTPVA allows certain non-speeding violations to be resolved by mail without an in-person appearance. Speeding tickets and several other offense types are excluded. Whether your specific ticket qualifies depends on the violation, your driving record, and the agency’s current eligibility rules. We will tell you up front whether Plea by Mail is an option in your case.

How is the NCTPVA different from a traditional court?

The NCTPVA is a county administrative agency, not a court of record. Cases are heard by Judicial Hearing Officers rather than judges. Plea bargaining is permitted, and most cases are resolved at the conference stage. The agency’s prosecutors and JHOs operate under NCTPVA-specific procedures that differ from village justice courts and from the New York State DMV Traffic Violations Bureau.

What happens if I just ignore the ticket?

Failure to respond can result in a default conviction and a license suspension under VTL § 226 for failure to answer. Once a default is entered, the ticket is treated as a guilty plea, points are assessed, and your license can be suspended until the matter is resolved and a separate suspension lift fee is paid.

Can a lawyer get my Nassau ticket reduced to no points?

Often, yes. Both the NCTPVA and Nassau village courts permit plea bargaining on most moving violations. Common reductions are from a moving violation to a non-moving violation — for example, parking on the pavement (VTL § 1201) — which is a zero-point disposition with a fine. Whether a no-point reduction is realistic depends on the original charge, your driving record, and the specific court’s guidelines.

How long does a Nassau traffic ticket case take?

NCTPVA cases are usually scheduled for a conference within four to twelve weeks of the not-guilty response. Village court cases vary widely — some courts hear cases monthly, others less often. Most cases are resolved at the first appearance.

How did the February 2026 DMV changes affect Nassau drivers?

Several violations now carry higher point values — passing a stopped school bus and work zone speeding both jumped to 8 points, and aggravated unlicensed operation and alcohol- or drug-related driving convictions now carry 11 points each. The DMV’s administrative-action lookback expanded from 18 to 24 months, and points are now calculated by violation date rather than conviction date. The result: a single high-point ticket, or a combination of tickets that previously fell outside the lookback, can now trigger DMV suspension review.

Do red light camera tickets carry points?

No. Red light camera citations issued under Nassau County’s automated enforcement program are no-point violations under VTL § 1111-b. They carry a fine but do not affect driver’s license points or insurance the way a moving violation does.

What does it cost to hire a lawyer for a Nassau County ticket?

We charge a flat fee. The fee depends on the violation, the court, your driving record, and whether multiple tickets are involved. Text a photo of your ticket to (631) 678-8993 or call (888) 275-2620 for a quote. There is no charge for the case evaluation.
