NCTPVA — Nassau County Traffic and Parking Violations Agency (Garden City)

The Nassau County Traffic and Parking Violations Agency (NCTPVA) is located at 801 Axinn Avenue, Garden City, NY 11530 (previously at 16 Cooper Street in Hempstead). The NCTPVA handles traffic tickets issued in the unincorporated areas of Nassau County’s three towns — the Town of Hempstead, the Town of North Hempstead, and the Town of Oyster Bay — as well as tickets issued on parkways and highways that are not within any village boundary. If your ticket was issued by Nassau County Police, New York State Police, or a town police department on a road outside of a village, your case goes to the NCTPVA.

The NCTPVA is an administrative agency, not a traditional court. Cases are heard by Judicial Hearing Officers (JHOs), not judges. The agency employs both its own JHOs and prosecutors. Plea bargaining is available — when you appear for a conference, a prosecutor will review your case and driving record and may offer a reduction in charges in exchange for a guilty plea. Any agreed-upon settlement must be approved by a JHO. If no agreement is reached, a trial date is scheduled.

The NCTPVA also offers a Plea by Mail program for eligible violations, allowing certain tickets to be resolved without an in-person appearance. Every moving violation conviction in New York adds points to your driving record. Accumulate 6 points within 18 months and the DMV imposes a Driver Assessment fee on top of any court fines. Reach 11 points and your license is automatically suspended.

Three speeding convictions within 18 months = 6-month license revocation — regardless of total points. This catches many drivers off guard.

These penalties add up fast. A single 21-mph-over speeding conviction means 6 points, up to $300 in fines, $93 in surcharges, $300 in Driver Assessment fees, and a potential insurance increase of 20% – 40% for three years. The total cost of a guilty plea can easily exceed $3,000. Fighting the ticket is almost always the better option.
